This review examines the fundamental paradox of the urban transport sector that, in spite of an obvious excess of demand over supply, increasing affluence and the involvement of private suppliers, fails to meet the aspirations of both politicians and citizens. The book provides an in-depth review of the nature and magnitude of urban transport problems, particularly with respect to the poor, in developing and transitional economies. It articulates a strategy to assist national and city governments in addressing urban transport problems, and finally, suggests ways that the World Bank and other developing agencies can best use to support the development of urban transport institutions.
