The report is a publication by the Public Affairs Centre in Bangalore focused on the Panchayat Raj Institution, which is one of the oldest local governance institutions in rural India. The Citizen’s Report Card (CRC) gathers such information giving evaluators systematic feedback of the users of public services of the Panchayats. This survey was conducted in the state of Karnataka in the district of Tumkur, where the key objectives were to assess the access, usage, quality and satisfaction of the delivery of public services by decentralized rural local governance bodies. It has also helped to understand the operational procedures and to help implement positive outcomes in other states as well. Key areas that were focused on were drinking water, sanitation, roads and other basic facilities.
