The study has a special focus on the tsunami, which was Sri Lanka’s worst ever natural disaster. Apart from the tsunami, Sri Lanka has experienced natural disasters such as floods, landslides and droughts. This report reviews the disaster management policy and practice in detail and also the views of the affected people, who must remain the focus of disaster management. The study also presents disaster management practices at the local level in three locations, viz. Ratnapura, Hambantota and Ampara. It also contains recommendations for strengthening the government’s approach to disaster management. Special needs of women and vulnerable groups are highlighted throughout the report. This study of the Institute of Policy Studies (IPS) was commissioned by Oxfam America, to review existing policies and practices related to disaster management in Sri Lanka. The review will assist the Sri Lanka Government, Oxfam and other interested organizations, to strengthen disaster management in Sri Lanka.
