Accounts of the Sri Lankan economy use 1977 as a demarcation point in recognition of reorientation in economic policies adopted at the time. When new economic policies were adopted in 1977, the health of the Sri Lankan economy began to deteriorate and pervasive controls on consumer prices and wages were dismantled, the State’s withdrawal from direct production and the economy were changed towards outward orientation. The focus of this paper is on the agricultural sector and questions of the outcome for growth, employment and equity. The paper highlights implications for an employment strategy that takes account of the present-day labour market conditions in Sri Lanka.
