This report is a follow up of the ‘Food Security Analysis of Rural Pakistan 2003’ that was produced by the Sustainable Policy Institute (SDPI) in collaboration with the World Food Programme (WFP). There have been many social, economic and political changes during the period 2003-2009 in Pakistan, including a major earthquake in 2005 that claimed the lives of more than 70,000 people. To understand the impact of these changes on Pakistan’s food security, a detailed assessment of the food security situation at the district level was carried out. Recommendations of the Planning Commission’s Task Force on Food Security (2009) about constructing a Food Security Index (FSI) for Pakistan were kept in mind while compiling this report. It serves as a useful planning tool for designing meaningful social safety nets and evolving a national food security strategy; and it will help the federal and provincial governments to target the most food insecure population while implementing the next five-year plan and social safety net programs.
