This study was conducted by the Operations Evaluation Department (OED) of the Asian Development Bank (ADB) and its purpose was to better understand the impact that ADB supported investments into rural roads have upon poverty reduction. This study critically examines existing assumptions about rural roads and poverty, and particularly evaluates whether a necessary and direct linkage can be assumed between rural road construction and poverty reduction. However,study findings help understand that this is not the case.
