This report by the Centre for Policy Alternatives (CPA) highlights the breaches and shortcomings in the existing constitutional, legal and policy framework in the Eastern Province. It also sheds light on the practical challenges in accessing land, land disputes, and conflicts as well as boundary issues between administrative divisions and current proposals regarding landlessness and restitution. The report profiles the existing problems in the post-war contexts, as it aims to create more public awareness of the problems in the East. The study also aims to provide solutions and alternatives to these problems, by engaging the public and policy makers on land issues to ensure that future policies and initiatives take into consideration the present problems and contribute towards a rights-based policy framework for land issues.
