In 2004, capacity development was adopted as a thematic priority of the poverty reduction strategy of the Asian Development Bank (ADB) and as one of the initiatives targeted under ADB’s reform agenda. In view of this emphasis, the Operations Evaluation Department undertook a special evaluation study on capacity development in selected sectors in Sri Lanka to support the preparation of the country assistance program evaluation and the next country strategy and program scheduled for 2007.
