Having established the fact that successful reintegration of ex-combatants is a key to post-conflict stability, this manual attempts to facilitate, through improved understanding and comprehension planning, the timely launching of sound operational programmes for the reintegration of ex-combatants to civilian life. A project by the International Labour Organization, the manual is expected to be of use to a wide range of organisations and individuals involved in the planning, developing, financing and implementation of reintegration programmes for ex-combatants.
