In the year 2002, Sri Lanka was suspended by a thin wire between war and peace. The Initiative for Political and Conflict Transformation (Inpact) convened a workshop in order to facilitate a mapping of fears and expectations, undertake an analysis of the key issues being postponed, and develop an assessment of both the opportunities and dangers that the cease-fire and Track I diplomatic efforts for mapping peace talks in Sri Lanka was likely to face. This paper is intended to stimulate discussions and generate ideas to reflects Inpact’s understanding of the fears, expectations and key issues that arose during the workshop.
