This book focuses attention on attempts made in Sri Lanka to develop an educational policy based on consensus, with special reference to the period after 1990 when the necessary institutional machinery was set up to help in the formulation of a National Education Policy, not subject to vagaries of the political weather. It highlights the fact that these attempts have not borne any fruit so far, and important changes are made on a purely ad hoc basis and announced to the public through media and political platforms.
