The Citizen’s Report Card (CRC) is a tool to provide public agencies with systematic feedback from users of public services. This report focuses on a study conducted on “Services of Gram panchayats in Koraput, Orissa” carried out in extensively in rural regions of the state and looking at public services to the lowest tier of the Panchayat Raj Institutions. A total of 1200 households identified in two block regions of the district were studied during October to November 2008. Services covered in the study include drinking water, sanitation, streetlights, roads, mid-day meals and other development schemes. Appropriate indicators such as access to service, quality and transparency were used to measure the services. The study was conducted by the Centre for Youth and Social Development and the Public Affairs Centre, Bangalore.
