The focus of this paper is primarily on the social issues related to post-tsunami reconstruction and recovery, reflecting constraints imposed by government and nongovernment organizations, resource distribution and its impact on pre-tsunami social coexistence, and relations among affected villagers in Southern Sri Lanka. This report is based on a series of studies conducted by the Social Policy Analysis and Research Center (SPARC), University of Colombo, and by the author himself during the period of 2006-2009.
