This training manual is designed for people involved in planning, implementing or evaluating relief projects and programmes. The manual provides three kinds of tools for conducting workshops on disaster and development. It includes presentations of the ideas and concepts which underlie the approach to ensuring that relief assistance is developmental. It provides case studies and exercises for workshop participants to develop their skills in using Capacities and Vulnerabilities Analysis. Each presentation and excise provide “how-to-do-it” guidelines for presenting the concepts and conducting the exercises. This manual presents materials thatcan be used in workshops to train disaster and development workers to they understand disaster and development linkages and acquire practical skills for planning programmes that promote basic development at times of disaster.
