This paper examines the question that with the promotion of growth affects the poor. The first section of this paper reviews the fact that although income inequality differs across countries, there is no discernible systematic impact over time of growth on inequality. It examines Kuznets hypothesis that inequality will increase in the early stages of development and fall at a certain point.
