Impact monitoring and assessment must not mean just measuring the extent to which project objectives have been achieved, or confining monitoring and assessment solely to the desired (positive) impacts. Impact analysis should be opened to the possibility of impacts not only where they are expected or assumed to occur. It should rather aim to monitor significant changes that have occurred in the life circumstances of people. Inevitably, this will also include monitoring impacts induced by third parties (and this all the more so, the further removed from the target group level the monitoring becomes).
