This study centers around land and property issues affecting displaced persons and returnees in the North East after the Cease Fire Agreement in 2002. In the context of the conflict that has ravaged the North East and the power play between the GOSL and the LTTE, land has always been an important factor. Therefore, this study aims at identifying the main land and property issues that emerged in the North East and at providing principled and practical recommendations to address on issues related to land & property, resettlement, relocation, rebuilding and restoring normalcy in the region.
