Tea and rubber constitute two major export crops in Sri Lanka’s economy, out of which about one third of the tea area and two third of the rubber area belong to the private smallholder sector. Nearly 300,000 rural smallholder families depend on these two crops for their cash earnings. The rubber and tea smallholder sectors do not escape the need for constant adjustments to changes complied by the economic environment. This process demands continuous attention from those working in the sector. When preparing this document therefore, the Ministry has attempted to map the future of tea and rubber smallholder sectors after an attentive review and analysis of the sector’s constraints and potentials. It lays down policies and strategies that should be followed in overcoming bottlenecks and guiding the sector into the desired development path.
