The report was based on qualitative interviews with program administrators and focus groups of participants. Speedy cannot tell whether those interviewed were representative of PROSCOL participants, or how poor they are relative to those who were not picked for the program and were not interviewed. The report says that the kids went to school, but Speedy wonders whether they might not have also gone to school if the program had not existed.
