This paper lays a number of key development measures and initiatives that would enable Sri Lanka to keep abreast of the tide of modern higher education strategy and development. These include policies and initiatives to improve the quality of the higher education system and make it more responsive to the needs of the labour market. The report also presents some of the critical initiatives and measures that need to be undertaken in the medium term (first phase) followed by others that need to be implemented over the long term.
